When you level up you can either spend the point on a perk (which ones are available depends on your SPECIALs, seems most perks, tiers 2 and up, also have a level requirement) or you can spend the point to raise a SPECIAL stat.
Only reason to set a specific stat to 10 from the start would either be to get it's max benefit, or to get tier 1 of it's lvl10 perk early on. Or in INT's case, to speed up how fast you level so you will more quicjly get points for Perks/SPECIALs.
EDIT: Note that no matter where you put points you'll start with 28 tier 1 perks to choose from, but granted you aren't interested in them all, you could be raising SPECIAL stats earlier then lvl 28, but it depends when teir 2s start becoming available. You could also raise mainly SPECIAL for the first several levels in order to reach exact perks you want first, then branch from there...since early game may be fine benefitting from the stats from raising SPECIAL and not need the Perk boosts as much. It depends on what you want to build.
ie, bobbleheads, quest rewards (like ant-might), implants etc.
I would strongl advice against maxing out a stat in the beginning, because there will be even more ways to increase them, like books. So maybe 7 or 8 max for your favorite stat, it'll be 10 before you know anyway.

Also armor can also help boost you above the max range, if you are max and wear a +1 or +2 item it will take you to 11 or 12. Really nice for int for the extra XP.
