Did you add the ini changes in the link above?
If using mod manager or vortex are your plugins enabled?
Use loot to sort your mod order?
A few things I can think of.
I tried to start up Fallout 3 instead but it refuses to run on Windows 10, at all.
So I am trying Fallout New Vegas next, it's my favorite fallout but it's far too easy, even with the stupidly implemented survival mode. I need a hardcore amo scarcity mod along with a hardcore needs mod and probably more stuff on top of that.
What is very strange to me cc mods work but any other mods don't. No matter the mod is downloaded and no matter i downloaded them via nexus mod or via in the game menu what is supported or i created it even the most simple ones. It looks like all other mods are blocked like they don't let other mods but cc mods for money.

Include:
System specs (Help in the STEAM taskbar, system information, copy and paste here)
Game version.
Mod Manager used.
Mod list.
Load order.
And a DETAILED description of what is happening and what you have done to fix the issue.
I can assure you modding works just fine in fallout 4 IF you know what you are doing...
AND it will NEVER work right if you have no idea what you are doing...
Is the mod compatible to your version? If not it will either crash your game or simply not work.
Also let us know what solved your problem as this helps future users and us know what was the issue.
