Instead of being part of "Best of Three" (the quest specifically for the tesla cannon), it's part of the overarching "Echoes of the Past" quest that ties that together with quests for other Enclave-related items (the hellfire power armour, heavy incinerator, and X-02 power armour).
I think it's a different holotape. It should be called: "Orders: Eliminate Nate/Nora" or whatever you named your character. When you play it, it just reads (no voice line, just plain terminal text even while playing through your Pip-Guy), that the Enclave HQ is looking for some equipment and they noticed someone fetching it (various pieces), that someone is your character, so they issued orders to kill you and retrieve the equipment from your dead body. I haven't got any other holotapes until later stages of the quest with the objective to eliminate three Enclave bases - one in the Glowing Sea area (their main base, heavilly guarded), one called East Enclave Checkpoint and one called West Enclave Checkpoint. Or similar, not sure about checkpoints. So it shouldn't be the one you're talking about.
Actually I had this happen after the "Best of Three" quest. I've got the remaining Creation Club quests from the April update. My problem is that the game said I should take the note from the soldier, but I didn't get any note from him.
Oh, thanks. If that's all it says then I'm not missing anything vital to the game play. I do wonder why that note doesn't seem to exist in my game though.
Thanks, I don't have a holotape with that label. I had the Tesla Cannon with me when they showed up. I was about to test it. The weapon's damage numbers are not impressive. It's damage was something like 66 or something, and I modified it to have damage of about 135, I think. I have a .44 revolver that hits with about that much damage. Two shots from the Deliverer do more damage than that Tesla Cannon.
I guess I'll be killing more of the Enclave raiders. Maybe the next time, if they don't kill me first, I'll loot the main one more slowly and see if maybe I actually get ahold of that note, or holotape or whatever.
Oh, jeez, now I'm wondering if there's an order that you'e supposed to play these quests in and if I screwed up that order, which would explain why I was told that there was a note when there's no note there. I think I'd asked about the play-order of these quests last week or something. Well, I suppose that if I play them all I'll eventually get a note that'll help me to wipe them out.
edited to add: I'm going to just update this posting rather than do a new reply. I now find that on the map I have a marker that is over me wherever I go that says, "Read the Soldier's Orders." The game seems to think that I have the note on me. I have looked through my entire inventory and I'm not finding a note or a holotape that relates to this quest. And from looking at the link to the wiki entry that DouglasGrave gave us there are coordinates in the note that show where to go to fight the Enclave some more. Now I'm concerned that I might not be able to complete this quest, and maybe I won't be able to complete any of these Creation Club quests. I'm hoping that I won't need to go to a console command to move this quest along but if I do is there a console commend that will give me that note, or give me the coordinates in the note? I suspect that the coordinates are generated pretty much randomly as the game gets ready to show you the note. I wonder how far this problem is going to go. Is my entire game going to get crushed here? I have just emptied everything I have into an empty armor rack and fast traveled to someplace else. The map still has a marker over me that tells me to "Read the Soldier's Orders." So it's not something I'm actually carrying.
Anybody have suggestions for how I can get this quest to move forward? I could go to a previous save, but that unfortunately would set me back a bunch of hours irl and a level up i got since the last save before this happened. Yeah, I've got to learn to save more often.
2nd suggestion, "investigate" the Missing Caravan near the Slog and read through the Terminal you may find there.
3rd suggestion, comb through the glowing sea (this could lead you into skipping the read soldier orders tape).
final suggestion:
sweep through your misc items again, read / play every holotape that may be in there.
and as an absolutely last resort... use the console to get a hold of that missing tape.
The marker doesn't actually indicate, that you have the note/holotape on you, it indicates the position of the quest, meaning YOU, not some place on the map, regardless of actually having a note or not. Same happened to me with the "The Lost Patrol" BoS quest. I had a marker on me, reading "search the battlefield", I was running through that area up & down, clicked on stuff, couldn't find anything and the marker was still on me the whole time. Checking all the bodies again somehow solved it (although I've checked them all once, even twice before). Bugs happen, welcome to Bethesda.
Well there should be a console command to add the holotape, or even progress the quest, as it's official Bethesda addition, even unofficial mods do have IDs and console commands, so expecting something like that from an official addition as well. Maybe check the PA stand again and listen to everything you can (every holotape). Also if it's a quest item, you shouldn't be able to store it in the PA station, so you should still have it. But again, bugs do happen, quite a lot actually.
About the quest order, aside from the main questline, there isn't really a fixed order in which you're supposed to do quests. However you're still supposed to go to the Glowing Sea first to search for their main HQ after finding at least one of the pieces (the Incinerator, the Tesla Gun, the X-02 PA and stuff). The coordinates for the Enclave base shouldn't be much random, I think it's always the same place in the Glowing Sea (+ two smaller bases not far from each other in the north-eastern part of Commonwealth). The wiki agrees with me on that.
A side note: that's weird, the wiki actually reads, that the holotape is the one Raven suggested. But for some reason I have a holotape called specifically: "Orders: Eliminate Nora". Maybe a sorting mod? But they shouldn't rename things, so what's going on here?
So I went back and eventually got to where I had been in the game before the first ambush. I saved more though. I got ambushed again. The ambush point was always in back of the house with the Root Cellar. At least that's where I got ambushed by the Enclave every time in Sanctuary Hills.
So I got ambushed, and blew away all three Enclave soldiers. I was careful to try and pull everything off them more slowly this time. But the same problem happened! There was no note or anything. Well, I had a lot less to lose after that because I'd done a recent save. So I loaded that save, put the Tesla Cannon away in an armor rack and waited. I slept in a bed for some hours to give them time to show up. Eventually they came again, at the same place. Again I couldn't get the holotape. So I tried yet again. This time I brought a chair out to the concrete pad that was left after I'd scrapped the house that was southwest of the place with the Root Cellar. And I sat and waited. And I waited. I sat in that chair and did one hour of waiting at a time. I went through well over 24 hours of game time and they did not show up, this was in addition to the hours I'd spent sleeping and walking around in Sanctuary Hills on the previous try (yes, I was saving a lot more often). Eventually I figured that they weren't going to come for me there so I went to the same place where they'd ambushed me before. I got ambushed again and killed them all again. I must say, the Enclave soldiers and Troopers are not all that hard to kill. I faced them using the Freezing Gauss Rifle and the Hellfire Armored Trooper was a two shot kill while the two soldiers were each one shot kills. So I carefully looted the two soldiers. Then I went to the Trooper, who would have what I needed. I just looked, and didn't take anything. But I saw that there was a new item on him that had a name that started with the word "orders." So I took everything but those orders, and then I saved and took the orders using the same mouse button that I use to take things from a Workbench. I got it!
Finding holotape appears to have completed the quest "Echoes of the Past" and put me immediately in the quest "Best of Three." I went through all of that quest, including blasting my way through the Glowing Sea and clearing out the Capsized Factory and clearing the Atlantic Offices. It's a good thing that the game provided a lot of Rad-Away packs, I'm sure there are fewer of them on higher difficulties. I got the locations of the other Enclave sites and I'll be visiting them very soon.
