You can use mods that do a better job than the DLC
I just started a 100% vanilla no mods playthrough. Only thing I have are all DLC but I unchecked that texture garbage. I suggest you do the same

yes you will see a major difference with that pack. yes you can replace the standard files with that mod.
dont replace the standard files if you are playing around with fo4edit or the creation kit.
yes its safe to use that mod on vanilla gameplay because it doesn't affect achievements.
the graphics are stunning. has replaced 90% of all my texture replacers.
This is what you want, especially with a strong rig like yours (on my install, did not use Vortex for this one, but I just overwrote the game's texture files directly and never looked back, of course I had to lock down my game or steam would want to update me and "fix" those changed textures)

EDIT: Just realized from the name of your chip you are on laptop rather than desktop.
There is a 2k version out as well under the same link.
My laptop (i9 14980HX, 64Gb DDR5 RAM. RTX 4090, laptop version) is using the 2k version, my desktop (AMD 7800X3D, 64GB DDR5 RAM. RTx 4080S) I use the 4k version.
Even though the laptop has less reserves than my desktop since everything is throttled for a laptop, it could handle the 4k version , but the built in display is only 2k so there is that.
The image quality of FO4 hi-res textures is poor which is why they aren't recommended.

yeah Vivid-fallout-all-in one is also real good.
Very light weight for all it does. When I upgraded my computers I switched ot Luxor 4k overhaul but Vivid is good to.
It does have a significant conflict with A forest though ( it denudes the trees leaves as you approch unless you lock A forest to load after it)
