Since I played Fallout 3 long ago, there hadn't been anything like New Game+ or some sort. Start a new game here means fresh/anew character with different playstyle and unlockables to boot. You can't carry your previous stuffs from the last save into the new one, as well as level progress. That's a whole different level of RPG/action-shooter game here.
Transfer Settlements will let you copy your settlements over. Thats the only way to move your settlement builds to another character.
the Cheat Terminal will let you add crafting supplies to your workshop, and if I remember right weapons and armor also. it also lets you add perks so if you want to modify your weapons/armor you can put points into Gun Nut/ Armorer/ Blacksmith/ Science/ Medic/ whatever you need for the mods. Then when you're done you can remove the perks and earn them the old fasioned way. Or keep them. Its all up to you.
technically yeah there is a New Game Plus mod but it's just a bat file that has the commands to add all the collectibles (magazines and bobbleheads) to your inventory. that could be useful. if you're asking how is that useful, then its not. forget i said anything about it.
Start a new game, download things here and there, and activate on the get-go.
