My guess is Fallout 4 will once again be in the bargain bin. Go for the GOTY edition. You kinda need all the bad DLC and it's the same price as the two good DLC.
That's what wishlist is for, go to the store page, put the game on your wishlist and you'll be emailed every time the game goes on sale. No one can tell you ahead of time when that's going to be.

All in all, as game engines get better, the game writing gets worse and more "woke".
With the cpus released in the last few years a lot of the optimization systems could be done away with altogether. Even the Papyrus performance issues could be overcome. The catch is that most purchasers are still going to own low-end systems.
Why Starfield? I suspect that it is because space games don't have much complex scenery. No scenery no performance problems. The decision to make Starfield would have been taken years ago. I reckon if BGS knew something like 13th and 14th gen intel cpus would be available the decision might have been to do something more advanced. I'm just guessing. But it's what I would have done.
