Report a translation problem
In fact, that section of the map (the south west corner) is the only part where there are no settlement locations near by. Closest ones to that particular area are Oberland Station, Egret Tours Marina, and Somerville Place.
I use this one, it's a fantastic collection of 15 locales.

I would try the second one first.
The first one has several problems as many comments in the mod's posts section show. In the bugs section a person with tech knowledge says "No Pre Vis" flag in CELL records causes workshop mode force-exit and other issues". I have gave up trying to use it because of that problem. I couldn't get settlers to turn up either.
