Keeps crashing
Im running the game on max settings with an I9 and a 3060 card and 2K rez and it continues crashing right at the start running up to the hill to enter the vault. Is it my res thats the problem? im getting 60- 90 fps

If you have the FO4 options on the FO4 Launcher set to WINDOW or Window and borderless I've seen the nVidia settings regarding sync seem to have no effect.

You can also force FO4 vsync on by changing one of the config files. Sorry I don't remember which one. Haven't had to mess with FO4 settings for a while.

Disable weapon debris in the settings

Also you shouldn't get more than 60 FPS unless you plan on having more problems

also i have turned off weapon debris but and set it to 1920x1080 now the game feels like its running in x2 speed everything is sped up for some reason. Also still getting above 60 fps

many of the animations are tied to the frame rate. Unfortunately the frame rate they are tied to is 60 FPS. Less than 60 is OKAY. More than 60 can and does for many cause graphical issues. Many players claim that they can get up to 75 FPS without issues. YMMV.

this clip shows how sped up my game is, all the time with 165 fps, im not sure how to turn on v-sync as ive tried in my Nvidia control panel and nothing works

Go into the Nvidia Control panel, 3D Applications> Programs > Fallout4.exe. And set Vsync to Fast. Then, make sure your monitor refresh rate is set to 60 hz. Resolution to 1920 x 1080.

For refresh rates higher than 60hz, enable the Adaptive Sync, it's called Fast Sync for nVidia, Enhanced Sync for AMD. I recommend set monitor no higher than 144hz as capping 144FPS by itself may or may not have speed up issues for you. I run 120hz/FPS uncapped and I encounter almost no problems (have mods). Disable v-sync in drivers and in game options.

Not too sure how but this option hasnt worked, judging by what im seeing its like my game speeds up depending on how many frames i have, like whenever i get to 300 fps the game feels like its running at X4 speed

Fallout 4 is not designed to run over 60 fps. It causes to many problems. Some people never learn.
