Then perhaps telling us what those quests ARE might help figure out what's going on?
Or are you just coming across things and not completing any of them?
You can have many, many open quests. You don't NEED to do most of them, ever.
MANUALLY SAVE YOUR GAME, and write down somewhere what time stamp it is when you do this. If you know where the save files are kept on your hard drive, copy them into a zip archive just in case. Anything you do next might break your game so you should have a backup.

What might help is for you to open the console and type in
SQT
That will show you a bunch of your missions and info about where they're supposed to be.

When you know which one of them is the broken one, use that ID number in the console,
getstage <the quest's ID as shown in the list>
-- this will tell you the level that you're at on that mission. You can again compare that level with the list on the fan site to see what's broken.
You can type in
getstage <that quest's id> <the number above>
to get to the next stage/reward, or finish a mission (or fail it). But like I said do this at your own risk. Manually altering the stages of missions even if they're already weird may break other things down the line.

If it is him, you can always try to spawn him next to you, but you should also try
tcl
as 'toggle clipping' - noclip mode, will let you go to the freeway area above where the marker is, and see if they're up on top of the freeways. The way the game spawns things often means that they will wind up overhead.
If he's not there, try getting back on the ground and open the console,
player.placeatme 0002a8a7
That should spawn him, though I don't use this command myself so I don't know whether it'll work right.
Again if you do any of those things MANUALLY SAVE YOUR GAME and archive its files just in case!

Well it would really depend on how long you've been playing and how well you've been using your MANUAL SAVEs to go back to a point before you started looking for that area.
