do you run the baka scrapheap mod / plugin? i would suggest it with sim settlements 2 to widen the scripting abilities of the game engine.

otherwise i have had this happen to me also. where the game will crash and buffout says 01 or some ♥♥♥♥. the way i fixed it was to think about what mods did i add most recently because crashing usually corresponds to mods. so which ones did you recently add that could have caused the problem, try disabling them and see if it stops crashing.
if you find the offending mod that way, instead of removing it right away, try moving it around on the load order first. maybe it just wants to be before or after a certain other mod.

You could try posting the link to your crash log on the Nexus Buffout 4 forums and maybe someone there can read further into it and find the cause.
It could be SS2 city plan issue. The problem is that mod is a pain in the ass to debug because everything goes away if you disable it and you can not get near the settlement to change the city plan to see if there was an issue with it.
Half the problem with some of these city plans is they are not done properly and labeled properly. For example if the city plan was made with Scrap Everything and you are not running scrap everything you end up with stuff like this:

Entering settlements fires up the workshop scripts which are responsible for recreating the settlement from stored data.
1-this creates a large load which could cause a ctd, Very rare in my experience even on old cpus.
2-the game data could be invalid - corrupted, missing, incorrect data structure, plus many more possibilities
3-there could be a bug in software. Many potential reasons e.g. mod conflict. Bugs in mods etc.
4-could be an o/s issue.
Modded, the game is a real can of worms. Plus SS2 itself is still a long way off from being a finished product imo. There are many bugs in it. An old version could have created an incompatibility with a newer version. Mods tested on old versions aren't necessarily compatible. In summary, you are playing an untested game.
In the past I have run into the problem once in far too many hours of play. Not with SS2. I set up the same game in MO2 and disabled mods until I got it to work. It isn't worth doing.
I would just go back to earlier good saves and try playing on from there.
