Because if you're trying to use a downgrader you're going to run into a lot more problems than it's worth.
You can downgrade using the depot method, or if you KEPT your game offline and have not launched it since BEFORE the update, and it sits in your steam Download cue, you can still keep it from updating by finding the manifest file and setting it to read-only, and only launching the game as-is with F4SE and never ever touching that damnable play button again. As long as the game has been set to 'update only on launch' and is still down there in the list, you can just click F4SE to launch even if Steam is online and be okay.
However: you cannot use the ingame mod menu, nor mods from bethesda, unless you've moved them to your other mod folder if you've gotten nexus mods in. Someone else might be able to help with that aspect I don't use cc/bethesda stuff.
Your best bet, however, would at this point be to shell out the money on GoG and buy the pre-NG VERSION, install it on a different area of your computer, and keep them separated.
All the new Creation Club Content that you are "Forced" to play as it is part of the update (I think it is wrong being made to play content you do not really want), well here is a link to the Mod that will cancel the Creation Club Content that is forced upon you.
I have recently installed it and it is a boon, while the CC content may remain in your Fallout folder this mod cancels them starting up.
You would have to start a New Game if you install this mod as if you do it after you have done the quests then the weapons and armour will vanish or the game will crash.
