Vanilla game started stuttering half way through a play through

I started a new save a few months ago and have had no issues until recently when I took a break for a couple of weeks and when I came back to the same save I've been experiencing a tone of stuttering and laggy mouse inputs. did something happen to the game in the last month like an update I'm not seeing, or does anyone know of a fix?

Your computer probably updated in the meantime, check to make sure that your ini settings are still what you want, and whether your drivers for hardware such as video card and k/m are correct for your game.

Absolutely nothing has been changed in the game since the next generation update months and months ago.
