The Brotherhood I could see having outfit-based behaviour, because they're a large and rule-bound organization, in addition to their frequent use of power armour (which makes facial recognition difficult).
But as it currently stands, clothes just don't matter, aside from a specific quest or two where the behaviour is scripted (like the Silver Shroud quests, and at least one quest from the Railroad and one from the Children of Atom on the Island). Or wandering around naked, which will get comments from your companions.
I assume your post is based on "Gunners are just raiders with fancy weapons" quote, which we keep hearing in the game. But they have different outfit, so they see each other an opposing faction.
high ranking members used to recognize your disguise only when you get too close in new vegas, only way to tell if you are one of their friend or not, very realistic.. lower ranks were just easy to fool. But in here i dont see how it is possible with power armors and sack hood on your face..
maybe they recognize their friends by their walkings.. well, my friends always say that I have a unique style of walking, so they recognize me from distance :p
to make a more playable game they had to compromise and eventually trade away some of the perspectives of some rpg elements.
I have a strong impression and belief that they wanted to make a game for everyone, not just for one spesific type. So they made this But despite all inconsistencies and everything, they did good.
Success is measured with the playerbase, look how it is still being played almost after a decade.
And I'm sure Gunners keep track of their people and also maintain constant communication between their units, so when they see someone in military clothes in a place where, according to their information, there should not be any of their other units, it's enough for these trigger happy mercs to attack you.
Besides, what are "raider clothes" to you? Wastelanders, Minutemen and Raiders share some of the cloth and armor pieces. Some settlers spawn with raider armor pieces. Also, as person above already noted, Raiders and Gunners don't typically wear pipboys.
Both the person wearing it, and the enemies, would have to have Faction Changes. When it is worn.

Clothing is just cosmetic in Fallout 4.
I thinik one of the BoS medics in FO4 even says this. " you have all your teeth".
Wastelanders were subjected to radiation and mutation. Raiders pretty much have tons of those and look nothing like a normal human. The only normal humans in the wasteland are enclave members, some BoS members and vault dwellers. Everything else is mutated and probably dont look like you and me. No matter what you put on, it will be obvious , you are not a wastelander.
