I found an Elevator in Slocum's Basement... is there a quest tied to making it functional ?
...actually Dogmeat found it cause he can't sit his Azz down for two minutes without getting in trouble or causing trouble.......

It is part of the Railroad questline. The entrance is in a nearby drain pipe.. While Deacon will open a door for you during the quest, as long as you can hack Master terminals you can go through most of the area and activate the elevator even without the quest.

Unless this is part of a CC addon, it's a normal portion of the game map. Normally you should be coming up from the other side if I'm not mistaken.

So yes, there is a quest. You haven't likely reached it.

How much time playing the game have you done, prior to asking online how to open that elevator?

Yes, part of main story. If you've gotten all the achievements, you'll have used this elevator at least once.
