Quick combat armor?

I want a full set of normal combat armor early in the game.
When i say "early" i mean as quick as physically possible
No helm is fine

Well if you want them immediately, console commands are the way to go. If you want to get it legitimately, try the Gunners. The Mass Fusion Building has gunners stationed outside and I think they have combat armor no matter what your level is.

Couple of other places to go looking for combat armor might be Gunner Plaza and the junkyard next to Saugus.

Out of curiousity why do you want it early on? It's not really THAT good. I mean the Heavy Combat Armor is decent and it looks cool but the normal and even Sturdy one.. not so much.

Sal at Jamaica Plains, because she doesn't get a loot roll for her inventory (she is a dead Gunner) You will get the Missile launcher and the full combat armor from her. Chances are, if you leave the note and anything tied to the quest in Plains, the game will even repopulate her gear on map reset. I've seen this happen multiple times with other named mobs that I cherry picked. The bodies don't despawn and they are given new loot.
