Crash near Weston water treatment plant

I'm trying to do Troubled water quest.

I need to go to the water treatment plant but each time I'm near it my game crash. I tried different path to get to it but still crashing and also disabled all plugins same problem.

I don't know if its the new patch or mods related. Any Ideas ?
