Art is one of the once per game random encounters.
Is there any way to reset the encounter or maybe spawn him using commands?
That is not true, I've encountered Art at least 7 times near goodneighbour in one playthgough. In fact it's an almost constant occurence.
Cheers. Does he ever go to bunker hill and chill? Or is that just Jules the synth who ends up at bunker hill if you escort him?
If Art dies, he is not around anymore to have the encounter again. The same with all the other random encounter NPCs.
Jules is the one who allegedly appears at Bunker Hill.
The majority of the random encounter NPCs are bugged to hell and back. Where ever they are supposed to go, they never make it. Two days ago I decided to escort The Scribe, he made it a whole ten feet then just disappeared.

How come Cunning Fox has run into Art several times if its a one time encounter?
Also what happens to Jules once Bunker Hill becomes a settlement? Does he stick around? Does he become a settler?
No idea, I have not had Jules make it to Bunker Hill yet.
I'm not sure if you can recycleactor to get the 'quest' to start on the guy, due to it probably needing a random encounter script.
And I had him bug out on the my main after running away when I first ran into the quest. He will simply keep on reappearing, even when you kill them both, which is aggravating as he does seem to remember being hostile for that (he doesn't give XP either ;/)
On my current Beta (not anymore it seems) run I had the fortune to meet him with the quest still possible . And at least so far this meant he's at least not been respawning everywhere for me.
If you're out of luck on that front, I guess you've got to learn and live with him :D
Like I said Art (the real Art) usually gets himself killed within five minutes of finishing the event.
I have also found him all through the Sanctuary Woods, and down into the College area.
Hmmm it could be also depending on how the encounter is resolved that causes the extra spawns. I usually interogate the synth, the synth starts attacking the real art, kill synth. Then let Art wander off and die to mobs.
Crazy guess is that if you don't resolve the quest the game bugs out and will keep on respawning them, but in the wrong stage. If and when I met the clone army they were usually already duking it out. Never once the gunpoint scenario the quest needs I guess.
No matter how many times he dies I see the same thing over and over again.
