You just need to click on the perk you want and confirm it when you have a perk point and meet the special stat requirements. adding to special stats doesnt do anything except raise that stat.
To be fair, he did exactly what you do in every single previous Fallout game in order to unlock perks.
To clarify, the ONLY place you can spend points on perks is on that chart you acces via Pipboy (the poster one, and really NOWHERE, else)
On the SPECIAL chart at L02 under Charisma there's LadyKiller which (at the moment) has 3 empty 'stars' and under the 'stars' it says Reqr CHR 2 (which I take to mean "requires Charisma 2"). On my Pipboy under SPECIAL it shows Charisma at 8. On the SPECIAL chart Charisma at L01 shows 8 out of 10 possible stars (ergo L01 Charisma is not 'full' yet). On my Pipboy under PERKS there is no LADYKILLER option (i.e. there's apparently no relationship between what PERKS show on the Pipboy and what the chart info shows.
So how does the SPECIAL list in the Pipboy which displays Charisma at 8 relate to the requirements CHR 2 for LADYKILLER. I'm currently at Level 32 in gameplay. Sorry for the long-winded explanation but I'm just trying to understand bear with me.
So to get Ladykiller there, which isn't active cause you have not invested points on it.
Yep you have enough CHR to spend points on it, so if you got any points available do so (but you can only do so ON THAT POSTER :PPPPP) That's the gist of it, the data in the pipboy is just to make it easier to see which perks are active and available to you.
