I can't enter uss constitution quest pleade help

hello when i aproach the ship uss constitution the robots on board start attacking me.
if tried several save files but i cant get i to work.
I also can't interact with look out and the scavengers.
please help!

Talking to look out is what starts the quest. The only think I can think is keep trying to talk to him it.
