Report a translation problem
Here the instruction for how to do it. (copied from the fallout wiki)
Legendary effects can be added to items by the following process:
1.Drop the item on the ground.
2.Pick up the item in the air by holding E (how you would normally drag ragdoll and other objects around).
3.Open console and enter "GetPlayerGrabbedRef". This returns the RefID of the item you're holding in the air.
4.Take note of the returned RefID.
5.Look up the ModID below for the desired legendary weapon effect, note it as well.
6.Enter the following in the console (substitute the appropriate RefID and ModID): [RefID].amod [ModID]
7.For example, you would enter in something like this: "f00726b.amod 001cc2ac" (minus the quotes).
8.The item will drop to the ground, and when you go to pick it up, you will get an overview similar to the one you get when you pick up any given legendary item for the first time.
And here, the id of the freezing legendary effect: 001f5479
I've done this to try out a junkie pipe revolver and it worked just fine. Hope it help you.

Drop Weapon, Open Console
Click on Weapon, "attachmod <ID>" or "amod <ID>" -
"removemod <ID>" to remove

@OP, if you just want a powerfull .38 weapon with legendary effect, mod down a legendary combat riffle to a .38 reciever. It will be more pwoerfull shot for shot than a .38 pipe weapon, and makes a great weapon to give to a follower. Semi-auto but still low enough rate of fire to prevent wasted ammo.

any question about command consoles get an extensive list from me.
"copy&pasta" makes it easy for ppl to make a quick "re-copy&pasta" into a txt file or even a bat txt file.
(granted, the OP was trying to avoid cc codes, but now he, and everyone else who passes by gets the chance to "copy&pasta" a quick list or bat file).
(go tell the moderators to put up a modding/cc sub forum if you dont like reading through long lists of "trash")..

As for OP, why would you want a pipe weapon when you found great legendary weapons?
I get it that there's completionists who want a legendary variant of every weapon, but it seems kind of worthless. You cant scrap them, so the only thing you end up doing with unwanted legendaries is sell them or store them.
@Sir Gentleman Ostrich: believe it or not but i'd like to use a freezing auto .38 gun to have a bit more balanced automatic weapons experience (on survival) plus i like the sound of that gun and would like to burn through my vast .38 ammo stock some day. Also, why the hell should anyone need a full clip to the face to kill some barelly armored ppl (...like gunners).
Ironically, i' havent been using any legendary weapons found but the overseers gun i bought and moded to full auto (that thing has over 100 dmg). It's hard to use on long bursts/long range but very rewarding....and way too powerfull sometimes. Then again, it's just beyond me to use a weaker combat auto rifle since it would mean to waste ammo potential.
