Then fix your modded game. She doesn't just go missing and is essential so she cannot be killed as a quest giver, not in a vanilla game.
Since you don't say at what point you're discovering she's 'dead or missing', it's important to tell us that. What stage of the OLD GUNS quest are you at? If you can use the console to check, open it and type
sqt
that's a list of your currently open quests.
Min03 is the quest you'll want to see on that list somewhere. If it is not on that list, you haven't started it yet.
If you do see Min03 on it, type in the console
getstage Min03

You can try nudging the stages but I would strongly recommend against it in this case.
If you've somehow managed to KILL Ronnie Shaw, your mods are the reason she's dead. Don't kill her. Revert to an earlier save if you've actually done so, that's the only way she'll work. Resurrecting quest givers is not easy as it sounds, because they have scripting that sometimes goes wrong if you res them.
I was on this page when I figured out where I went wrong.
I'd just hacked sarge in hopes of keeping the robot alive. Didn't realise he had to be killed for Ronnie to continue on to the terminal.
