Catering to psychopaths is not necessarily a "good game design."
But it IS the design of all of the previous Fallout entries.
I think they said it best in Wasteland.
"If you blow up the library do not expect to check out books later."
In other words if you want to be stupid and kill the NPCs involved in the missions then do not whine and complain later because your game is broken.
The reason the NPC are invulnerable is to prevent people form killing essential NPCs and breaking the story content then whining like a little @#^$% in the forums the game sucks.
I hardly see it as lazy design to make certain NPC invulnerable in a RPG. In fact that has got to be the dumbest thing I have ever heard. RPG implies roleplaying a story, if you kill the essential characters in a story, you break the story.
What you described was a sandbox game which has zero story. What you want by being able to kill the RPG NPCs is a sandbox game.

I use that with spawn mod that brings 7 x more enemies in world + I will craft my own ammunition so I don't need vendors eather.
It's more satisfying kill characters you hate rather than obay them. First I knife grandma and preston crew and after that few annoying children in brotherhood. After that maybe deacon and codsworth. There are so many good choices but one thing is for sure I will kill every single brotherhood member.

You'd probably still want to protect NPCs from death by incompetent Vertibird pilots...
I get where ya you are coming from. Gutless, Useless, Worthless, Clueless, and Drugless should die in the museum. I was just warning that using such mods can break the game story and missions. Then of course the trolls came out and tried calling it a bad game because you are not allowed to kill essential NPCs.
