Even when having no beds, no food or water.
It's based on your Charisma +10. So if your charisma is at 6, you will attract 16 settlers for each settlement. (EDIT: assuming each settlement has a turned on beacon)
You can use chems and clothing to get your charisma higher and send settlers to a filled settlemen. Let's say you have 6 charisma and 16 settlers in Sanctuary. You have 5 settlers in Red Rocket. You wear fancy clothes and use some drugs to raise your charisma up to 11 (+10). Now you can send the 5 to Sanctuary.
I've noticed that happy settlement (90+) seem to have a greater chance for them to occur, but it still won't go quickly. Think there's a threshold when reached (15+ is my guess) were it ought to slow down to maybe a settler a week coming in, but again, this is just guesswork on my end.
For happiness rating, yes, you need to have the materials listed provided for them. However, should you acquire a settlement and plop down a beacon first they will come never the less. But don't expect to get the happiness going up :D (missing water, for instance, is a -10% on the happy front)
As for resorce, you need to build that up. Minute man or not, because the only other way to share supplies is go to the friendly settlement and get it, and bring it back to the next location. There is no getting around that.
Like I have my privet Island, away from everyone and only Cait, Cogswell and dogmeat stay here. Its privet away from settlers. Then I set up The sunshine trading co-op for a settlement location under me, not the minute men.. And If I build or update the location, I will still need to set it up with its own resource just like I did for my Island home and Red Rocket Stop.. So to build a resorce you need to go out, venture about, and collect worthless stuff, and bring it back to the location that needs it and scrap it there. Such as.. Tin cans, telephones typwriter, fuel cans, oil cans, aluminum, teddy bears, clothes, certain armors for clothes and so forth... anything you can take and carry you can mostly scrap....
Then some locations like the movie Drive in, I just scrapped anything I could find, then transfer it over to my other location, had carry it for this task..
