Splash damage makes it gnarly for clustered enemies too, though I tend to prefer frag/plasma/cryo grenades in most cases.
If you're just looking at pure damage...
Explosive or Wounding for high ROF, modest-damage; instigating for high-damage, low ROF.
Explosive is highly damaging with shotguns, miniguns, anything automatic, but is also dangerous to yourself especially if you're taking the demolitions perk due to increased radius. Wounding is a stacking damage over time; less deadly, but without the risk of killing yourself.
Instigating Gauss rifles are possible drops, IIRC, and offers pretty ridiculous potential for a one-shot one-kill sniper. An Instigating Machete w/ Kremvh, or an Instigating Super Sledge, and full Ninja + Cloak and Dagger will also be pretty ridiculous.
There are more interesting, situational combos. "<X> on critical hit" effects are more useful if you take a high luck build for faster crits w/ Grim Reaper's Sprint, and high AGI for Gun Fu's forced crits. Less damaging but arguably more interesting than simply facerolling with an automatic explosive combat shotgun.

Explosive combat shotgun is the best close to medium range i have found..Explosive auto combat rifle for long range...Just cant use shot gun in melee range becuase it will kill you too

I renamed it to God's Wrath just to distinguish it from the other Final Judgement drop.
That weapon is my favorite weapon in the game. The fact that is slowly chews on Fusion Cores for ammo (which seem to rain from the sky late game) makes this really the only weapon I need. Too bad I got it after I had done all of the major quest lines.
Second Place: Bloodied Ripper
I don't like the autofire guns because of poor damage per shot. I have mods that level enemies really high and I need weapons that either have high damage in order to penetrate their high DR. Spray and pray barely hurts enemies.
