Pixelated Lighting and Textures
I recently started a brand new save on Fallout 4, with the mods installed. The problem became noticeable immediately with the inside of my house in Sanctuary during the open scenes fleshed out completely with extremely large and sharp lighting textures, which had no smooth edges at all. Then, I again saw them at the Rocket Truck Stop during the opening exploration stage. Once in the museum in Conchord, I realised that when entering into the light emmitted by these rough textures, the textures surrounding my character and every other item became pixelated.

My installed plugins are as follows; Homemaker, Snap'n Build, Robot Home Defence, CraftableAmmo, BetterGenerators, OCDecorator, OCDispenser, NoObjectLimit, BetterSettlers, Snap'n build Patches, Snap'n build Modules, Snap'n build everything, 5X for Kills, DifficultyXPScaling, LegendaryModification, LegendaryModification2LM, LegendaryModificationMisc, Companion Infinte Ammo, UnlimitedFllowers, UniqueItems and Homemaker Institute unlocked. I also have the Dark Husky Dogmeat Texture
It's Godrays set to anything other than 'eat your FPS lad' ultra, I believe.

I tried setting my godrays to off, to high and I even set it to 0 in the FalloutPref.ini file but this hasnt addressed the issue

Ive just uploaded 8 screenshots to my profile.... they show my problem in the museum and indeed everywhere else
You can override it ingame via the console command 'GR OFF' . Not quite sure if 1.2 fixed it, but when FO4 1st launched the launcher's options didn't register godray settings at all
Next thing you can try if it's maybe character lighting acting up... console command 'CL OFF' ingame.

Ive tried both these options and neither of them have any effect on the textures. I will load up a save file from before, which had none of these issues and if they are happening there ill disable the mods and try to figure out whats causing it from there
Wow, just watched your screens and something really dodgy is going on... Looks like FO4 is devolving into a retro indie game o.O
From the description it sounded like Godrays light shafts pixelating, but this isn't that for sure.
Seeing how it's also shadows being pixelated I wonder what shadow setting you're running.
BTW basically nothing on your modlist should be causing this, as none except for dogmeat touch on the GFX front of FO4.
There's a few that tweak ingame stat settings, but again, don't think they're involved on the GFX department.

its the Godrays doing it, if they are set low, medium or high they will pixelate, they only look good on ultra, so just turn them off.

I have textures and Shadow quality at Ultra. Shadow distance, decal quantity and lighting quality are set to high and godrays are off.

crazy, I just got this exact same glitch today. I updated Homemaker to 1.32c and after is when I first noticed it. I tried uninstalling Homemaker, and every other lighting mod I had to no avail. Check my screens on profile to see that it is identical. Not sure what went wrong, going to try more fixes tomorrow, spent half my saturday failing to discover the conflict.
So it's not uber crappy low settings causing this either, then.
Guess there's 3 things to do:

1. verify game files via steam (could just be something got corrupted)

2. tweak gfx settings up and down (mainly to see if it persists on all settings)

3. Trial and error to see if it isn't one of the mods causing this by accident. If you're using NMM, make a quick profile with no mods loaded, test from there if it's also in vanilla, and add mods one by one.
Like I said they don't seem to do much to the GFX side, but there's a few overlapping ones that might cause conflict.
Had a bit of trouble getting SNB to play nice after having to install the settlement keyword library to get Homemaker 1.31d working. But then again, it didn't bork out anything graphically for me.

Oh boy... HM 1.32c... been to busy rebuilding sanctuary today to even hear of the great news :DDDD

Hey, exact same bug for me, after updating every mods I had too.
I don't have HM.
But in common with you I have craftable ammo, better settlers, and legendary modification.
I updated only the last one.
I thought it was Vivid, True Storms, or Darker Nights that I updated too.
Strange bug, I will have to do as Aries says too.
