I can't do Burning Cover because of Tactical Thinking

This maybe because of the Tactical Thinking quest but I have a quest called Burning Cover which is really bothering me because I can't do it whenever i go to the Railroad HQ or The Old North Church the BOS starts attacking the Railroad and I want peace between the 2 factions, and no I do not want to load an old save

To have peace between the railroad, the brotherhood, and the minutemen, you're going to have to do the minutemen's ending; other than that, you're in quite a pickle.

You can't have peace between the factions. If you choose anyone besides the Minutemen route, you'll have to destroy two of the other factions.

Not if you don't do anything to upset the brotherhood, otherwise, it's more of a ticking time bomb with the bos, since The Railroad quests are still available there's still a way to destroy them.

It's possible, you can have it towards the end if you don't do anything to make the other factions your enemy, but you're going to have to become enemies with the institute and have already uploaded the holotape with the minutemen.

Steps:
1) Gain at least 8 settlements besides sanctuary with the minutemen
2) Go far enough into the story where you have to build the relay
3) Build it with the minutemen
4) Teleport inside the institute
5) Upload the holotape
6) Kill Father
7) Escape
It'll continue from there.

i already finished the main quest and nuked the institute so i really cant be allied with the railroad?

Which faction did you finish the game with?
The BoS Right?
Well, there's no real way to get peace between the railroad, unless you set the brotherhood's faction to be allies with the railroad.

They'll still give you a quest to wipe out the railroad.

I'm not sure if it's optional or not, but I don't think it is.
