Mass Fusion quest help *spoilers*

I am trying to do this quest for the Institute. At this point it says to "relay to mass fusion building" or "notify brotherhood" - I don't want to betray the Institute (on this play through anyways) so I want to do the other option. Problem is, there's only a map marker on the institute base and brotherhood base. When I go to the institute the quest marker just points back to the teleporter entrance. It leads nowhere... Is this a glitch? Did I do something wrong?

I consulted the prima guide and it says the next move is to teleport to the mass fusion building. It says when u telelport to mass fusion u materialize on the roof or top floor. I tried that and I materialize on the street in front of it. I've tried making it to the top but I need Id cards I can't find.

So whats going on? Glitch? Did I miss something? What do I do now? ANY help is appreciated.

You're supposed to go inside of the relay, in which point it'll warn you about the point of no return.

It points to the relay. Walk into it.
