Sudden visual lighting glitch outside

I am getting slightly desperate here. I have GTX 970 paired with an i7-3770 @ 3.4GHz and 8gb RAM.

Sorry for the grainy picture, but I hope you'll easily notice what I mean. This is the issue I'm getting with every driver and graphics settings, those awful jagged edges on every object that is exposed to light. I have couple months old graphics card. I can't for the life figure out how to get rid of this, it just started happening when I regularly opened steam and launched the game as usual to play daily.

I tried reinstalling the whole game, my drivers, get rid of all mods and visual enhancers such as ENB and ReShade, but even the clean vanilla from fresh reinstall has this problem. I don't encounter this in any other games. I tried million different graphics settings, tried the godrays disabling fix that has been floating around for a while for nVidia users, tried screwing with the nVidia control panel settings too but without any good results.

I had changed nothing nor installed anything recently on my PC. Everything else in my system works as normal, I don't encounter anything like this in many, many other games I play. What could suddenly start causing this only in FO4?

Would you happen to have godrays on?
Getting rid of your d3d9 dynamic library (if it exists) in your fallout 4 folder might help.

I know right?
I just like adding things to a conversation that adds no weight or sort of help.
Edit: Did you lower the shadow resolution?

I've tried almost everything related to graphics, including setting everything on low/disabled, but even still I'm getting this same shi- everywhere when looking at lighted areas.

It seems that I'm not the only one, though. I found couple topics in the internet about this very same issue from the last few days but nobody knew the solution for it yet. I wish my game could talk to me.

I've only seen solutions relating to godrays, such as:
The Godray Fix:
If the game detects your settings at preset values other than "low", or if you manually select the "ultra" preset, then disabling "god rays" will do nothing to remedy the situation.
On the other hand, manually selecting the "low" preset, THEN leaving "god rays" option disabled and then maxing out on "ultra" all else fixes the issue for good.

But nothing else, it seems as if nobody knows why it's happening, but it mostly points towards godrays.

I doubt that fresh install in an empty folder location has any chances of having mods enabled.

only asking because similar glitch had occured to me after i updated the "scrap everything" mod to 1.9, and was fixed by restoring the previous version.

Wait... Now that you mention it, this indeed started to happen for me when I updated to ver. 1.9 too. But there shouldn't be any way it would be enabled when I reinstalled the game and started clean save without a single mod on the same harddrive.

I need to do a bit testing around that...

Well this is embrassing. It seems it really was the "Scrap Everything" that corrupted the game. Reverting back to 1.8 fixes the issue on saves that use this mod.

I most likely made a mistake when starting a new game after full fresh install. I was actually loading already corrupted starter save, which was from before reinstallation, and thought it was new save. Silly me, thank you both for your help.

you can get glitches in unlikeliest places. i actually saw a texture replacer that causes CTDs in certain areas.
