Getting rid of your d3d9 dynamic library (if it exists) in your fallout 4 folder might help.
I just like adding things to a conversation that adds no weight or sort of help.
Edit: Did you lower the shadow resolution?
It seems that I'm not the only one, though. I found couple topics in the internet about this very same issue from the last few days but nobody knew the solution for it yet. I wish my game could talk to me.

But nothing else, it seems as if nobody knows why it's happening, but it mostly points towards godrays.
I doubt that fresh install in an empty folder location has any chances of having mods enabled.
I need to do a bit testing around that...
I most likely made a mistake when starting a new game after full fresh install. I was actually loading already corrupted starter save, which was from before reinstallation, and thought it was new save. Silly me, thank you both for your help.
