Sort of. There's a random number rolled and you have to have a better Speech score than that. The higher your Charisma the more likely you will be to pass checks, but its never guaranteed.

You had to roll a dice that calculates your luck level, to see if you made it to the end of a dungeon, it's "kind of" like that, but here's a better example:
Let's say your Charisma is 5, right?
The base number rolled will be 5 times higher than normal, or at least from my understanding,
You'll also have higher numbers available to you, since red speed checks require a higher number than yellow speech checks
where as:
Let's also say your Charisma is 1, right?
It'll be the default base number, and the numbers you're given are way lower, and will probably fail a speech check constantly, except yellow ones.
You can get more charisma by wearing specific clothes temporary while at traders, a Hat, Glasses, and any casual clothes for example will give ya 4 more charisma points
The max chance to succeed is 94% just like in VATS.
Nothing wrong with charisma points. You are going to want a charisma of 6 for the supply lines and shops anyways.
Charisma also greatly affects the prices of items. Although after 10 it takes more and more points to see the difference.

I have also done this with red speech checks and passed.
Your 45 is not right.
The over/under is part of the wrong estimation. At best you can wear summer shorts +2 (only under) and +1x4 pieces of sharp giving a total of +6, giving clothing a total of +8 cha.
Also, alcohol effects do not stack, however you left out the perk for double effect. Alcohol being a total of +2 cha.
Chems do stack, for a total of +10 cha.
So the highest is 32 (base 12 + 8 gear, +2 alcohol, +10 chems)
Also you forgot the perks involving speech checks of opposite sex.
Liek I said though in the end it does not matter because you are always going to have that chance to fail a speech check.
