Failing yellow speech checks with 6 charisma?
Is this normal or is my game bugged?

wow this doesn't make any sense, bethesda really needs to take a look at this. I suppose passing the speech check is just random then?

Sort of. There's a random number rolled and you have to have a better Speech score than that. The higher your Charisma the more likely you will be to pass checks, but its never guaranteed.

Unlike previous games where the percentage for speech checks were displayed, Fallout 4 relies on RNG. Whenever you attempt a speech check, a generator turns out a number, which will increase based on your charisma level. It's a stupid, out of place feature for the series but it's the one we're stuck with.

If you want a really weird example:
Adventure Quest
You had to roll a dice that calculates your luck level, to see if you made it to the end of a dungeon, it's "kind of" like that, but here's a better example:

Let's say your Charisma is 5, right?
The base number rolled will be 5 times higher than normal, or at least from my understanding,
You'll also have higher numbers available to you, since red speed checks require a higher number than yellow speech checks

where as:

Let's also say your Charisma is 1, right?
It'll be the default base number, and the numbers you're given are way lower, and will probably fail a speech check constantly, except yellow ones.

Luck has some bearing on it as well as some speech checks probably always fail.

I went into diamond city with 4 charisma and tried to get more money from the swatter guy quest, but i failed the speech check...probably shouldn't have spent points in charisma :/

You can get more charisma by wearing specific clothes temporary while at traders, a Hat, Glasses, and any casual clothes for example will give ya 4 more charisma points

Why do people assume 10 charisma means 100% success?

The max chance to succeed is 94% just like in VATS.

Nothing wrong with charisma points. You are going to want a charisma of 6 for the supply lines and shops anyways.

Charisma also greatly affects the prices of items. Although after 10 it takes more and more points to see the difference.

I fail speech checks too, normally i will save just before i choose it and if i fail just reload my save till i pass it, it works, just seems random.
I have also done this with red speech checks and passed.

it is different from what we are use to, but i think it is more realistic. When talking to someone, we don't have a percentage chance displayed. It is more like the system used by FO4.

Your 45 is not right.

The over/under is part of the wrong estimation. At best you can wear summer shorts +2 (only under) and +1x4 pieces of sharp giving a total of +6, giving clothing a total of +8 cha.

Also, alcohol effects do not stack, however you left out the perk for double effect. Alcohol being a total of +2 cha.

Chems do stack, for a total of +10 cha.

So the highest is 32 (base 12 + 8 gear, +2 alcohol, +10 chems)

Also you forgot the perks involving speech checks of opposite sex.

Liek I said though in the end it does not matter because you are always going to have that chance to fail a speech check.
