Well, there is multiple possibility, choose the one that seems the more probable for you:
_ You had a false memory, it happens.
_ You have the only copy of the game that propose this issue.
_ You had a mod in your game that do it, if any are existing anyway.
_ You're just seeking for attention.
It's indeed a bit frustrating to see the boat stuck again, and that its quest don't go further, but it's allready a nice quest. The regret I have personally is the game's way to tell you you can't be on the boat while it goes. I saw people do it, but I die everytime.. It should be possible.
What's even is you can ALSO take the ship to Far Harbor and use it as a base there. This was one of my top 5 favorite fo4 mods.

And I never understood the necro thing, aren't forum made for exactly that ? Time isn't really relevent online...
Damn, that mod looks amazing.. I'll get another spit by saying it, like "I have nothing to do here", but I'm on PS4 and that's one of those time I severly regret it..
