Curie has multiple NPCs so you'll have to find the right one
I highly suggest you back up your saves

Finally a technical response and not some useless comments like "wow dood u fcking stupid kill urself ur institute now kill the commonwealth"

*Sighs* This should work without any console commands. Have you told Curie that Doctor Amari can do the memory transfer? In turn have you brought Curie to Doctor Amari? In turn again have you talked to Amari at this point perhaps multiple while having Curie with you? This quest shouldn't be faction restricted. As I said, I did this my very first time after I finished the main story as the "Institute." Outside of Amari being very unhappy with me deciding to join the Institute. I dunno if I had to talk to her multiple times but the quest eventually went to the next stage.

Did Curie ask you to find a doctor yet?

Then the first stage of the quest never started yet. If you get your Positive Relationship up high enough with Curie she will start talking about how limited she is using her robotic body and wants to transfer her mind to a living human brain. She would in turn ask you if you know anyone who can possibly help. If you've already found out that Amari dabbles in Brains.. the option to say you know someone named Doctor Amari will come up. From there all you have to do is take Curie to go see Doctor Amari. The Institute should not make this quest impossible to finish.

Check your Data Tab, if you do not have Emergent Behavior on that list then Curie hasn't given you the quest yet. If that is the case it isn't a problem with Amari, it is you're not close enough Friends with Curie yet.

I hope that helps. Curie likes it when you help people. Going around to settlements and helping the poor farmers with raiders/super mutants should help get your relationship up with Curie. Thre are a few quest as well like the USS Constitution which if you side and support the Robots there she really likes that, I think helping the Mr Handies at Gray Garden also makes her quite happy. It often doesn't take long to get the quest unlocked though. Curie is very easy to please as long as you're a good person.

PS, retrieving Synths for the Institute, she doesn't like that either.

Under Dr Amari's entry, it says that she'll refuse to assist anyone who has joined the Institute. You've locked yourself out of completing the quest since you've alienated the person you need to complete it.
I did that quest today and ive sided with the institute mainquest done, it happened as normal apart from glory being dead so a differant person played caretaker...

You can force an NPC to be a follower by using the fololowing commands
setrelationshiprank player 4
setplayerteammate 1

but it seems you probably fixed your issue by now
