Possible Half Refresh Rate lock fix...
Saw this in OCN thread.

"Possible fix to low frame rate locking

Okay guys I was one of those that was hit with a frame rate lock in game that was around 50% of my refresh rate. I used for a bit the regular solution of turning of vsync in game and then using a frame limiter in the drivers. However I was messing with some stuff today and so got curious.

First thing I found was this only seems to effect monitors with refresh rates higher than 60 Hz. SO at least now I know why I was having the issue :thumb: I did some tweaking and testing but nothing was changing the issue even with the monitor refresh rate lowered. That is until I wiped the configuration files. I found with the monitor refresh set to 60 Hz and the config files gone the limited frame rate matched my 60 Hz and worked perfectly.

Even more interesting is that once I have run the game once and put my settings in I could now return the refresh rate to it's normal location and the game maintained the 60 Hz frame rate. This would seem to indicate that in some setting, when the game is first setup, it detects the refresh rate and then limits it. So the solution is actually fairly simple.

Delete ALL of the settings files for Fallout. Set the refresh rate of your monitor to 60 Hz. Start the game and let it do it's base setup. Get into the game then save and exit. Now reset your refresh rates to what they are supposed to be and enjoy Fallout with it's 60 FPS frame lock intact.

Ideally we should be able to find the setting that controls this within the settings file and possible manually set the frame lock rate within the game.

Try it for yourselves and tell me your results."

I have a monitor with 60hz and it is also stuck at half refresh rate.

That implies that the setting for the refresh rate was somewhere in the setting files. The question is: Where exactly?

Forcing Vsync On in Nvidia control panel fixes this for me

I don't want to run my monitor at 60hz, to save my eyesight, I keep it at 120hz. Works well uncapped for me because it's an older "2014" rig, but built only 4 years ago.
My original problem solved was slow areas like Sanctuary & Downtown getting down to 1 FPS hiccups.
1) Set your monitor between 75hz-144hz.
2) Disable V-Sync in Drivers and In Game.
3) Enable Enhanced Sync (AMD), Fast Sync (nVidia) in drivers.
4) If your monitor supports this, enable Freesync (AMD), G-Sync (nVidia), make sure it's on in drivers.
5) If a powerful rig (not laptop), use the FPS Cap given in drivers and set it to the number in (1).
Last but not least, there is no steady FPS in this game, due to badly compiled textures and areas loaded with NPCs and junk. What you're trying to do is mitigate the lag areas.

the unsteady FPS happens more when its raining in game, without rain I am around 80 - 144 everywhere (accept the main city, this always drops to 50's no matter what)

Sure I can run 35-50 FPS in the slow areas NOW, but not before this setup.
