Underwater Vision Bug
Okay, so please do forgive me if ever this topic was discussed before or if a solution to this problem had already been discussed elsewhere, I was simply not able to find anything related to this glitch, other than the Blurry Vision Glitch whenever it rains. Considering I've also encountered that, and thankfully resolved it by enabling SSAO alongside the Wetness option in the settings.

However, this problem is different, considering that did fix the blurry vision on land, but not underwater. Whenever I dive underwater, my vision turns into muck green, like with the previous glitch, and I could barely see anything within a few feet of my screen.

However, there are points wherein if I look down, the vision turns to normal and I could see clear as day, but when I tilt my camera a bit, the vision turns back to muck. I am not sure if this is a feature, or truly a glitch but it ruins my Aqua Boy Perk, and I am not fully able to explore the underwater locations of the Commonwealth, and its scary enough underwater, now I could not see not two feet in front of me.. -__-

That is basically the same location, at the same time, notice the box at the right side of the screen. So yeah, it ruins my chances of doing underwater exploration and finding a lot of the stuff which is rumored to be hidden there. And considering I did find a plane crash near Spectacle Island, I am curious to find more hidden gems underwater, but this blurred vision is tearing away with that.

If any of you have a fix for this problem, it would be highly appreciated.
By the way, the specs of my station... well... it's not really good, but it falls within the requirements of Fallout 4.

RAM: 8GB
Video Card: NVIDIA GeForce GTX 750 TI
Hard Disk: 1 Terrabyte
Processor: I-5, First Generation

Slightly above the minimum requirements, so hopefully it is not a problem with my hardware. I have also not installed any mods or whatnot, and this is purely the Vanilla version of the game.

What the OP showed is Normal in the game. It ain't easy seeing underwater. Focusing your camera at a slightly downward angle when at the surface of the water does clear the water to see better. That is also normal.

There are nexus mods to clear up the underwater view.

*There might even be an .ini setting to clear it up but, I don't know which one it might be.

**Incase you don't know, there is nothing underwater in this game that will attack you.

I honestly do not see it as normal, cause there are areas that are clear, and areas that are not. If it is normal, then well... it just irritates people. Regarding that, I did get attacked by a Mirelurk king while exploring underwater in the dock area close to Gunners Plaza, scared the living daylights out of me and I was unable to draw my weapon. Had to just swim away to dry land to be able to retaliate.

Unless I'm wrong and you're referring to something else is this normal behaviour. It's been with all Bethesda games so far... Whenever you reach the threshold for being underwater is it possible to see parts of the world being rendered wrong. It's a simple optimization, which assumes that the player doesn't purposely remain at the threshold but crosses it quickly.

If it wasn't for this optimization would the game have to render part of the screen with normal shaders and the other part with underwater shaders, which makes the engine a bit more complicated and slower. It's certainly not perfect and can even be annoying in an unusual situation, but one does usually transition through the threshold rather quickly, which is why Bethesda didn't deem it necessary to make this perfect.

If you have modified FOV values then this can contribute to the effect.

On a note, some of the visual glitches actually don't originate from the game engine, but from optimizations within the graphics driver itself, which makes similar assumptions and then takes similar short cuts in order to gain performance. So you may for example see objects or shadows disappearing at the edges of your screen and not only with Bethesda games but in other games, too.

Isn't the water supposed to be muck green? Maybe a flashlight mod would help you see a bit more.

I do not think it is meant to be that bad, it looks like the graphics glitch when it rains. I already have aquaboy enabled on my character, and it still did not remedy the situation.

I have also seen another person with this same exact problem, a Youtuber named Oxhorn. It's just a terrible muck. I may have considered it natural for the game, but then, there are areas that are clear as day as depicted by the first screenshot I have taken, and there are areas that are not. And that is just by slightly tilting the camera angle up and down.
