Report a translation problem
I know that shops arent allowed there along with a few other things.
It was Santuary Hills.
You'll want to use the command player.placeatme [INSERT ID HERE]
EXAMPLE: "player.placeatme 1102f4" If typed without quotation marks this will spawn a Trading Emporium on you.
You can then simply re-locate the shop in workshop mode.
to save you some time I'll post the 3rd level shop ID's here.
Armor Emporium: 0010FCB4
Clothing Emporium: 00064667
Trading Emporium: 001102F4
Weapons Emporium: 0010C04A
Restaurant/Bar: 001102F2

There is a known issue when using multiple mods that add categories / items to the workshop menu.
The easiest way to explain it is that there is a limited amount of space for the workshop build menu, and as you add mods that add entries to this menu you'll eventually hit this limit.
Once you DO hit this limit, it will start to push random categories / items off of your workshop list.
You are using 3 different settlement mods that add a TON of stuff to the menu, so you are very likely reaching this limit and experiencing what happens when things get pushed off of your list.
Currently, the only known way (afaik, at least) to solve this is to disable one or more of your mods that effect the workshop menu.
Here is some more info about it, copy / pasted from the notes from OCDecorator's creator:
"THE MENU BUG: I'm going to make this as short as possible. Crafting Menu space, for mods, is limited. The more categories we add to the menu, the more mods get pushed off of it. This has nothing to do with compatibility patches. It's a cap and it looks like we have hit it. The order you load mods in effect what mod menus are missing and/or scrambled. Whatever is loaded in last will see the biggest impact of this issue.

The best we can do is use a framework that all modders can share and not expand on, to prevent unnecessary bloating of the menu. So PLEASE support Settlement Keywords (SK) framework and any mod that supports it. As of 1.05 OCDecorator should be 100% compatible with this framework. Just make sure you select the proper option in the OCDecorator Installer."

Can I ask you where you found these IDs? Is there a list somewhere, or did you get them with FO4Edit?
