An SSD pretty much eliminates texture pop-in, so if you have one you could transfer the game over. If it's already on an SSD, or you don't have one, you can either buy one or just wait and hope the dev's optimize the game a little more. If you are playing on a 5400rpm HDD then aside from buying an SSD there's not much you can do.

Theres a section there labeled "7. Fix textures not loading their high-resolution versions up close" which sounds like your exact problem.

It wasnt for me, since release. the fact it worked for you doesnt mean it works for everybody.. for me it didnt work
Also add these lines in just copy and paste of mine this should take care of the texture pop ins these go under the general tab. You will need a card that has 4gb at least to use the texture settings even at 1080p.

dude, works cannot articulate how ♥♥♥♥♥♥♥ badass you are. just when i was giving up hope i googled "fallout 4 pop in" and found this. i've never been good at messing with the .ini files like the pros even though i know a thing or two. thank you, thank you, thank you, thank you X a million. for anyone wondering, this works and has no impacted my fps at all. thank you dude. this combined with my LOD mods i downloaded on the nexus looks insane. thank you.
Glad it helped you out, yeah I spent countless hours trying to get the game to run good because I upgraded to a FuryX before I went back to nvidia. So every bit of performance I could get back would help due to so much of gameworks being offloaded onto the cpu and then shadow rendering onto one core only. So it really bogged down my gaming experience with fallout 4. Enjoy your game =)
