I'm honestly unsure if it works correctly (it seems like it does after having used this perk in 2 different playthroughs), but the description says that it increases chance to persuade as well as damage done to the opposite sex w/ each rank.

On to OPs question: Rank 1 improves speach, rank 2 and 3 only help with the intimidation perk (as far as I know)
However, having 4-5 charisma and then using a hat, glasses and clothing to boost charisma (get the clothing from trinity tower quest for 3, and get a wig or newsboy cap for 1 and black rimmed or fashionable glasses for 1) will give you 9-10 charisma, which should guarantee success on almost if not all speech checks in the game.
You know there's a female equivalent, right?
But wait, that doesn't fit the narrative, does it?
I don't see how any of the perks are sexist, considering they all have gender-specific analogs (Action Boy / Girl, Lady Killer / Black Widow, etc).
