Report a translation problem
Just about every time I go somewhere obscure, off the beaten track where I think no one ever expected me to go...I'll find some quirky skeleton, some funny graffitti (that often sounds like some disgruntled cubicle worker muttering under his breath about his boss) and almost always, some little cache of interesting, and sometimes unique, items.
I wouldn't walk past a bottle without picking it up so I'm sure I'll eventually find it. It doesn't sound like something I would go looking for though.
It would be cool if there were a lot more stuff like this, rather than scripted quests with PipBoy markers, etc. This is one of the coolest things about games like this - it rewards the curious explorers amongst us.
I personally haven't found the bottle yet, but you'd be suprised at how many little quests are there to be found like that
I've found a few of these "undocumented" quests. One I can remember off the top of my head and is easy to find starts with a note taken off a dead body in the Boathouse settlement. The note describes how a couple of kids stole some drugs and stashed it. If you follow the (somewhat) vague directions to the stash you'll not only find the drugs stash but also find out what happened to the kids.

What happens if you are either on an island or a boat and you throw a closed bottle at the sea. Where will it eventually wind up ? Not in the middle of the city that's for sure.
