Parker Quinn: Rude, Con Artist...Tier 4 vendor?
Discovered something rather funny last night. If you've been running around you've probably run into Parker Quinn, a complete jerk that tries scamming you. Most folks just blow his head off, of course.

What's not mentioned is that he actually shares a lot of code in his character file with Ron Staples, up to and including the bug where his special inventory only shows up when assigned to a General store. Here's some shots for proof, but found it rather neat overall, and should give you a new vendor for your communities if you haven't shot his face off already:

Hes dead in my game. Machete to the gut. I guess it was his first and last time he insulted someone in power armor.

Injected him with a bloatfly larva syringe. Lit him up, and let the fly live a more meaningful life than Parker Quinn ever did.

On PC you should be able to use console commands (I'm playing on XB1 so bear with me if I'm wrong here):
Prid 000843f0
Moveto Player
Then enter workshop mode, highly Parker and use the workshop's move command to relocate him to the settlement you want, even if it's the one he's standing in right now.

On XB1/PS4, you have to use tier 3 Intimidation. Do so without a follower, and once he's pacified command him to follow you to the nearest settlement (The Castle will work for this if you unlocked it). One you command him inside, crouch so that it says you're hidden, then enter workshop mode. He shouldn't go hostile. Use the move command to send him where you want, then fast travel to break the Intimidation hold over him.

From there, once you get him settled where you need him you can treat him like a regular settler. Take his stupid offer so his dialogue changes to a single line; you'll be able to trade items with him like any regular settler once he's been moved and get your caps right back. Assign him to a Trading Emporium, and he'll sell the special food items in his shop.

Thanks for the info, so far I have him at the Trade Emporium where he's supposed to have a cool inventory, but he only has the 110 caps I gave him for his "charge card" so he could have something to start with.

I watched him go to bed and the next morning he's just mulling around the plantation in Santuary instead of minding the shop but I could barter with him and also invest 500 caps into his shop and it has a good supply of items (I didn't really check if there was anything good).

Yeah, scroll through the tabs and you'll notice the Aid tab with his food items. It's nothing stellar (save for the occasional rare roast food such as radstag), but it's neat it's there.
