I actually wish survival would set everything everywhere to my level and greatly increase respawn rate.
Because respawnable enemies make it feel like I have made little to no progress in the game. Remember some recent RPGs like Divinity Original Sin, Pillars of Eternity, Risen or the old Gothic series? Those did not have respawnable enemies.
So, no mod currently out to stop the respawning enemies?

No I was agreeing with you. The respawn is what's ridiculous and completely implausible.
Some people find it positively shooteriffic though. Be careful about criticizing this game though, the adherents will project their homoerotic fantasies upon you (see: thread about a circlejerk)
Essentially, you are suggesting that we keep re-reading the last page in a novel to avoid finishing the book, but few people would argue that that would improve one's experience.

Fallout 4 does a good job to remind you that exploring around is a JOB, because that's WHY you even HAVE these settlements to begin WITH...I would rather commit to a decision where if I have just too many goods on me, I would throw all of that to the traders so I could earn some decent bottlecaps like the other two games!
Even Fallout 3 isn't this bad because they kept their enemies DEAD STILL in the same location even if you decide to explore a new location where everything would still be more refreshing by then, and the only time I've seen enemies respawn is in a minor holding-point...most of the time, I just sell junks and stuff on there, not using them for "materials" the way micromanage Fallout 4's settlements are...speaking of which, if Fallout 4's map are THIS bigger than Fallout 3 also, why the hell would it need respawning enemies to begin with?!
But the thing I like about Fallout 4 is that it FINALLY has stamina as AP, in which you could use a perk in order to carry items in total sacrifice to AP...but boy, would I want a mule pack Brahmin though...but I do think the perk is kind of unrealistic due to carrying 1000k items and not fallen due to sudden incapacitation.
Tl;Dr version: Enemies respawn and looting is a pain in the arse combined with settlement's materials.
EDIT: Sorry if the format is messy, been a long time since I've stumbled upon Fallout again to see if the franchise still holds up...presently so.
You're set loose in the Commonwealth to supposedly die, but instead you survive in spite of certain party's belief that you'll die. You choose to make a difference in an otherwise "doomed" world by turning things around and would like to see progress toward that goal.
You want to see long term results for your choices and actions.
Your settlers have been displaced in the world and they sought you out for a chance at a new begining. They deserve at least that much.
It isn't about the caps, it's about satisfaction and personal achievement. It's about your making a difference in the world.
>Super Mutants attack your settlements, you retaliate by hunting down their "home" camp and eliminating them all the way up to their overlord.
>Gunners attack your settlements, so you hunt them down all the way up their chain of command to their primary leader.
>Raiders attack your settlements, so you scouer the area for any and all raider camps who have given your settlements grief.
They're not supposed to magically reappear later. It defeats the purpose of your being there in the world at this point in time to make a difference.
You go about it methodically, deliberately and with purpose. You want your settlements to be safe, secure and happy. You want them to thrive and prosper. You want to see children again because you want to know that all you've worked for wasn't in vain.
You don't want to keep hearing them complain about their enemies all of the time especially after you've thoroughly wiped out the opposition. You want to be free from worry about wondering when and where the next attack is coming from.
For once, you want to be able to relax and enjoy a few simple pleasures free from worry.

I wish there were such a thing.
But I have noticed something extraordinary during my game play.
After you go through all of the effort to equip your settlers with decent weapons and have armored them plus have done the same for your provisioners, as well as set up powerful defenses, you begin to notice a drop of hostilities.
Attacks seem to happen less often.
Previous areas that were once overrun with hostiles seem vacant now although some hostiles will spawn there again later, but not the same overwhelming numbers that were once there before.
