What kind of system with a desktop CPU and mobile GPU ?
Well I have a 980m in my laptop, and a much slower 5700hq cpu, godrays on high and using shadowboost for render distance, 98% its at 60fps but i get dips into low 50's. Have you tried shadowboost yet ?
This game uses cpu to render shadows so in certain high density areas it is basically bogged down. This mod adjust them on the fly to maintain a desired fps.
The video I posted is everything on ultra but he is OC to 4.7 and DDR4 3000 to make up for the poor optimization of the game.
NP, This is another one that helps with stutter, If you have 16gb ram you can also use this mod to put it to work.

Yes, you will get dips too but like i said 98% of the game is fine, Just a few bad areas. The mods I listed helped alot for my system.
