@OP: There is a little truth to what Tim said. A mod that complex would probably require GECK to make. I only laugh at the notion of "Right now there aren't any mods"
There are a ton of mods doing all sorts of things.
Of course, that is almost surely impossible for modders, and likely pretty damn hard for Bethesda.
Next best: just cancel ALL Supply Lines, all provisioners return to settlements, then go and re-do SUpply Lines
Reorganizing your supply lines is kidn of pointless.
It only matters if a settlement is connected or not.
The best way to build your supply lines is to build your first settlement then use a settler form that one to connect to an empty settlement. Build that settlement up then turn on a beacon. Then repeat.
You can go to any settlement and ring the bell then wait an hour and all your provisioners in that settlement are home.
Especially people that are spoiled with the Sim Settlements Town Meeting Gavel that will basically move every settler to you. Which is REALLY hand to get NPC to a settlement faster and unstick those provisoners walking the ocean floor to Spectacle Island.
