...if you want XP, destroying synths will give it to you. Or do you mean that they're cleared but the synths are already gone, and the area is somehow not resetting?
Gunner Plaza makes for a fun battlefield, and should reset. Hell, the Cambridge Police Station can be re-occupied by BoS even if the Prydwen has been destroyed... but there are fewer opponents there and it's less entertaining.
i mean, i roam around and discover a place i have never been to, i get excited, i go up to it. everyone is dead. i go inside find synths everywhere

the A.I was friendly towards me throughout his short life (30 seconds)
er solutions erm glowing sea usually has high leel creatures but not reliably stable like clearing locatons, gunners plaza if filled to the brim with gunners, synths have no chance unless numbers themselves. walkng along the coast and docks gets me in with a lot of insects, mirelurks, a few queens and anything else that tends to be in a location nearby
as for leveling you could always do the repeatable side missions
true. but you get no exp and if you have finished the games main story you are probably loaded with junk
Thier is around 25 settlements on the map I think though, and I highly doubt you have all them completed to 100% happyness before the end of the storyline :p

nope. but i have been to them all and set them up to defend themselfs. i played like 30 something hours before i even began the main story
