Apparently the game has recently stopped creating a new one.
if someone deleted it for some reason it does not seem to be recreated.
Though you are correct it does not need to be downloaded all one need do is create a blank text file with that name in the same place in documents the other .ini files are.
Frankly the only issue I had it cause by being gone was NMM kept telling me to run the game to create the .ini file it wanted even though I had already done so.
In fact mine only contains the lines below all one need do is put their version of these in a text file named Fallout4Custom.ini no download needed. My guess is NMM wanted to either check or edit that bInvalidateOlderFiles setting.

So I did this and the Mod Manager still says the file is missing.
