Have you verified the game's cache?
What are your specs?

Have you opened geforce experience and under games find fallout 4 and optimize it?
Set a custom resolution like this:
In the fallout4 ini file (my documents fallout 4) set this for windowed:
bTopMostWindow=1
bMaximizeWindow=1
bBorderless=1
bFull Screen=0
iSize H=XXXX <-enter res height
iSize W=YYYY <- enter res width
Or set this for fullscreen: (if fullscreen works for you)
bTopMostWindow=0
bMaximizeWindow=0
bBorderless=0
bFull Screen=1
iSize H=XXXX <-enter res height
iSize W=YYYY <-enter res width
Make sure to set XXXX and YYYY to your screen size.
When finished save and set the ini's to read only (will need to be unticked if you need to edit them again)
Alternatively you can use this awsome mod (great for other hidden settings)
