Report a translation problem
I think this maybe true since my current character has 1 in luck and I have hardly any random encounters. Previously with another character with higher points in luck I seemed to have more random encounters.
I also learned like other Bethseda games you will get more random encounters traveling on roads.
Ya, most the wandering NPCs I have found have been on roads or railway.

It was pretty @#$%ing obvious I already knew she was a wandering NPC without a stationary location. Yet you want to tell me she is not at any specific place. Thanks for stating the obvious, which was USELESS information.

Your first reply was a troll response, period. It was a reply that had absolutely ZERO information of ANY use at all. Then your second reply had no information pertaining to the topic at all because it was all about you trying to justify your first useless response. Your third reply stoops to throwing insults and still provided absolutely no information pertaining to the topic. That is what a troll does.
He answered my question with information that was already in the original question.
Answers like, "I saw Smiling Larry traveling along the road near Watts", "I found Mutt on the railroad tracks near Ten Pines", or "I saw the Dog Seller Guy just outside the rear exit of Arcjet."
That would have been useful information an actual answer instead of stating information already in the original question. Then coming back a second time to try to justify the first useless response, then a third time throwing personal insults. Yet out of three post in the thread, ZERO had ANY uselful information pertaining to the topic.
Random Encouters occur at specific trigger locations in the wasteland and select from a random list. Kelly doesn't exist in the game until you enter an area and the game random chooses her as the encounter. It then spawns her at the location and begins her script. Simply conjuring her doesn't start her script so it is ineffective.
Short version: She isn't "wandering". There is no location where you can reliably find her. She is a random encounter.
If you weren't so combative I'd link you a map that shows where all the random encounter triggers are located, but you can find it on one of the wikis. If you simply must have a brahmin you can always savescum and trigger a location again and again until she spawns.

What part of being in a room with ALL the wandering NPCs did you not understand?
Right, dude trolls my thread with useless information. Comes back trying to justify that useless information and fails. Then comes back again throwing personal insults. Then you come along and claim his useless info stating the obvious was an actual answer. You could have simply ignored the troll, instead you get combative and defend him.Yet I am the combative one?
You could have just answered with that to start with and ignored the troll. That information was actually useful and explains why using a console command failed to get her to talk. Moving to her did sorta start that script, but it got all @#$%ed up with the combat with the other NPCs ganging up on Ness. Ten or so NPCs killing Ness every ten seconds or so made that real mess. She tried saying something, then got drowned out by all the gunfire, then I heard "come back in a week or so."
Ya those maps had too much clutter on them, without a filter the time it would take to sort it all out was supposed far easier to simply ask for places she had been spotted at. Instead I get a troll.
As for the savescum, um, no thanks on that, like Woody pointed out having a luck of 1 would make that a very long process, maybe in a few days after raising luck I will give that a shot.
Maybe this part isnt that obvious, but spending two days trying to find someone sorta means they are not in a specific place. Especially when you have a couple wikis that list all the stationary locations of NPCs and such.
Wandering NPCs obviously means they do not have a specific location. Seeming how Kelly is placed in a room with all the other ones, common sense says she is a wandering NPC WITHOUT A SPECIFIC LOCATION.
Knowing the console commands to even try that kinda says it is common sense that I have been to the wikis or googled Kelly already.
Yet people think his reply is useful information? Nobody else finds that stating the obvious?
Might as well have said she randomly spawns somewhere in the Commonwealth.
Better yet, he could have told us Kelly sells brahmin.
