The stores are crap, they raise happiness in a location, but, considering the high expense of construction, thousands of caps, they output very little in the way of caps in return. The tier 4 traders, which are awkward to find, are also heavily glitched and tend to vanish, or not show up at all.

Nothing in the game is really based around substansive benefits. You don't need them since there's stores in cities already. It's more of an rp/convenience thing in my eyes.
But Artillary.I have so far tested to see how far it can fire.Right now i only tested from the Castle to Swan's Pond and it works.And only 1 fireing?Devastating.Imagine a 20 Settler Settlement with 15 artillary fireing.Rip everyone.
Purified water is another boon as stated above to make an extra cap or two.
Assigning settlers to scavenging however has yet to yield a better pile of junk to be preferable over just looting every last bit you might find yourself.
Stores are a bit of a hit and miss, and rely more on if you want to have a character that spends ingame years in the commonwealth. Like scavenging I have yet to see a return in funds for starting them. But hey, at least having a bar/clinic makes the settlers happy.
Settlements provide:
-Free salvage, boosted by population and number of people working salvage stations.
-Free crops based on what you plant.
-Free purified water based on the amount of water purifiers.
-Free fertilizer from brahmin.
-Shops buy and sell items to you, and make you a small profit. Special residents can be assigned to specific shops to sell powerful unique items.
-Artillery support in an area around them based on the number of artillery you place and asign settlers to.
-Random quests that provide exp and companion affinity.
They can scavenge pretty much anything, including advanced/valuable parts. One or two on scavenge duty wont be that impressive, a handful of items per day. If you have like 50 or 100 settlers scavanging at different settlements, with trade routes, it's an impressive influx of materials.
I know, but that would still take forever since I started the game with only 2 charisma.
Like I said, I really wish the game had told me how high my charisma would need to be for such a basic function like putting shops in your settlements.
It's even more annoying because shops are so rare in the world. I couldn't find any near the starting area. I had to go all the way to Daimond city just to find a place to sell all the pipe guns and raider outfits I had collected in the first few hours of gameplay.
If it is any consolation if you had put in 6 charisma from the start you could have had a worst build than what you started with, but you could always use console commands to just shift your perks over i guess.
