Very bright white coming and going
I recently started experiencing a strange glitch where the sun will get incredibly bright for a second or two and then go away. It keeps happening several times a minute. It is driving me nuts and it is only a matter of time before it gets me killed. I tried typing rimod 002041B6 and that did nothing. I tried turning of god rays and that did nothing. I made sure my drivers were up to date... nothing. any help would be much appreciated. Here are the screen shots during the flash and immediately after.

Man try digging your monitor's settings (push those buttons for the menu) and look for something like "Automatic brightness/contrast", turn it off, and see how it goes

I had the game constantly change brightness randomly, either very white or going very dark, until I turned that off in my Dell monitor
May be the thing to try

Thanks for the tip. I think I figured it out. After some careful observation and trial and error I realized that it was the stealthboy mod on my power armor core. I just figure I will have some fun with the jet pack for a while. Hopefully it gets fixed in a patch.

Any stealth related addon will do that. I had a chameleon armor part on and it bright flashed everytime I kneeled and stopped moving. I removed said part because of that :)

If I remember correctly having godrays set to low causes that. Setting them to medium will fix it.

I believe it is intentional and not a bug.

Maybe a slight flash was intentional, but it is way too intense. I doubt the devs intended to blind people's characters. That makes no sense.

Thanks. I only tried turing it off using the in game console command. It did help slightly, but not much. I can try setting it to medium next chance I get.

Maybe... but it does make sense if you think about it.

When the stealth field comes into effect it comes from the stealth boy. as it expands from the stealhboy or armor part it is manipulating light. and probably negates any protection your eyes had from light for a split second. Not to mention it is a power surge.
