Is there a way to limit fps to 30?
I can run this game pretty damn well on a "Last Gen PC"

FX-6300
GTX 750 Ti (With Overclock)
8GB DDR3

I can run at Ultra Preset with fps in 50-60s and 30-40s in cities on High i get a solid 60 with 45-60 in cities

Is there a way to cap fps to 30? I see plenty of people wanting to fix the cap but I am not expierencing this cap

Yes, go into Nvidia Control Panel, and turn on Vsync Half Refresh Rate Under Manage 3D Settings, and then in the Program Settings tab look for this game.

You may need to disable the game's built in vsync/ frame limit/ whatever, but it might do it without having to edit the .ini's.

Use Nvidia Inspector. Avoid vsync.

That would be applied to all my games
No not under Global Settings, go into the Program Settings tab, and find Fallout4.exe and set it just for this game.

No problem, if it doesn't work then I can help you with the .ini's...

You can also do it with a program like Rivatuner, or like AdayDr1en mentioned Nvidia Inspector.

Nvidia Inspector. But if you want a "smooth" gameplay experience while caping fps then activate always Motion Blur. Otherwise you will have micro stuttering.

I got it working but the controls now feel like im playing console with a mouse and keyboard. There a way to fix that?

It messed with the controls? That's super weird....

I'd say turn off the half refresh rate like they were saying and just use Rivatuner or Nvidia Inspector. Do you use Afterburner? You might already have rivatuner installed...

why would you want to do this? capping at 30 is a terrible idea.

Probably some kind of input lag from Nvidia's vsync and the game's built in thing if I had to guess.

What program do you use to overclock?
