he dosen't gain affinity when killing things of giving him stuff, you can check this with getav CA_affinity
he gains affinity overtime like all companions, there is an affinity gain every 5mins or so similar to a like gain
his perk is only useful if you use melee or unarmed
make sure you select the companion and not some other object, its getav CA_affinity
Second, killing a random citizen in Diamond City: No effect.
