Ballistic Weave
The wiki says that as soon as Tinker Tom allows offers to sell items with ballistic weave that I can craft it onto clothing but I'm unable to. I've tried every piece of clothing in my workbench (level 95 - been collecting one piece of each clothing since day one) but nothing allows me to add anything like ballistic weave.

Do I have to complete these stupid MILA and dead drop quests before I can craft ballistic weave or am I missing something?

Progress through the initial Railroad faction quests until P.A.M. offers a series of minor Jackpot missions to secure DIA caches. These only become available after completing Boston After Dark and Mercer Safehouse.

After completing the first or second jackpot mission, Drummer Boy will tell the Sole Survivor that they need to speak to Tinker Tom, who will inform them about the old ballistic fiber technology found in the DIA cache. At this point the Ballistic weave is unlocked at any armor workbench and Tom will sell some armored gear of his own.

do you have at least armorer perk ?
you don't need mila , just dia cache from pam

You should be able to craft ballistic when tom start to sell them

Completing the Randolph Safehouse quest #6 will also give you access to the Institute killer weave.

you need to do tradecraft, boston after dark and mercer safehouse this opens up the jackpot missions.
complete 1 jackpot mission and talk to tinker tom you will then be able to use ballistic weave

Well I encountered a bug where I didn't get the weave after the first jackpot dia cache fetch quest. I looted the stuff returned got the quest complete talked to tom and nothing meantioned about the weave.

So reloaded to before I opened the dia cache door. and what i did different this time was not loot anything in the room not even enter the doorway. Left the place went to my base and slept for 3 days when returning to hq the little crackhead boy runs up to give me a mission, as the same thing happened when i return the first bugged time. So i left slept for a day somewhere and came back then turned in the quest and talked to tom and it worked.

So was it not looting the cache or leaving from that drummer boy giving me a mission resting and returning that made it work? I don't know I dfon't feel like testing all the diff combos of saves.

TL;DR The ballistic weave can bug out it seems and you not get credit for doing the mission

Well this is just rediculous, I only learned now, 260H into my save when I sided with Railroad that the weave even exists because Tom didn't give me anything like 150 hours ago when I did that damn cache mission. .-.

Given that Ballistic Weave completely overshadows several Perks, it's not a suprise that finding out about it in game is a little sketchy. You set BW mk 5 on a hat and suit, plus fully modded armor, Perk related resistances are moot.

there's some simple console command to unlock ballistic weave... damned if i know what it is offhand, but i'm sure someone here does.. while i don't want hand holding in the game, when something like this crops up and vanishes as an option between missions, it should really fire up a mission alert on your pipboy as in"Go see tinker tom, he has something for you' type of crap, because some people will do radiant quests in batches and miss this very easily.

Not all clothing can be upgraded. Some of this is illogical and due to either oversight or bugs (e.g. you can upgrade a dirty black suit, you can upgrade a dirty grey suit, you can upgrade a clean grey suit, but you cannot upgrade a clean black suit). You can produce the lowest-level weave upgrade without Armorer, but the four higher-tier versions do require it (as well as increasing crafting materials).

What you really want for this are either army or military fatigues, as they don't take up any armor slots at all; and a battered fedora, trilby, or newsboy hat, for the head. Some non-fatigues clothing will work too, but it will tend to exclude wearing additional armor. For instance, you can upgrade a clean grey suit with weave, but unlike fatigues, it will take up all slots other than on the head.

Oddly, the ballistic weave upgrade on a hat that covers just a part of your head adds just as much protection as the ballistic weave on clothing covering the entire rest of your body.

Due to the dialog flag setting, it is possible to miss the chance of learning this mod. Drummer Boy will keep telling you Tinker Tom wanted to see you but Tinker Tom won't initiate the corresponding dialogue. Console command SetStage 5BC93 260 will fix this.

One may also get this mod without doing P.A.M.'s mission by typing
Set RailroadClothingArmorModAvailable to 1
Set RailroadClothingArmor_ChanceNone to 0
in the console.

You shouldn't do that unless it's bugged, of course; it's sort of the single advantage of going with the Railroad at least for a little bit, similar to how easier access to high-tier weapon mods and Vertibird support; or access to synth armor/relay grenades and teleportation; are advantages relating to staying friendly with other factions.

Judging by a lot of apparent oversights and glitches etc, I think they just kind of fudged wha can take weave and what can't, it feels kind of thrown in and rushed like a few other things.

See, that's the part I don't get though. I can still buy Armored suits from Tom, but I've tried every clothing I can find and nothing lets me add Ballistic Weave to it. I've even bought one of his armored suits, took it back to my settlement, grabbed an identical suit from my own workbench, and I still couldn't do anything with it.

There's some RNG ba involved. When I first heard of it, I read the wikis and the guides; still had to ♥♥♥♥ around for two days (real time) to get it. Once armored clothing shows up in Toms market tab, you can craft it yourself at the armorer workstation.

Oh, seeing the last post, I don't know. :/
